Sumulung ka, Sumala ka!

In establishing the City College of San Fernando, he provided tertiary education for the less fortunate Fernandino youth who wish to pursue a college education.  Likewise, this was the main thrust in his eight-point agenda that sought to alleviate the poor condition of Fernandinos through a formal education and to ensure that there will be at least one college graduate for each poor family in the City.
