The Current President
Atty. Gloria J. Victoria-Bañas is the President of the City College of San Fernando Pampanga (CCSFP). Atty. Banas is the Legal Adviser of ALCU Philippines Inc. since September 28, 2020. Under her leadership, CCSFP was elected: as ALCU Region 3 (ALCUR3) President on September 30, 2020 (re-elected in 2021); as Board of Director of ALCU Philippines, Inc., and the Association of Local Colleges and Universities’ Committee on Accreditation (ALCUCOA) on September 10, 2021 and December 2021, respectively.
In her term, CCSFP received the Gawad Parangal for Local Universities and Colleges LUC), an institutional recognition from the Commission on Higher Education (CHED) on January 22, 2021. In October 2021, CHED Regional Office 3 (CHEDRO3) awarded CCSFP as 2021 Gawad PADYAK Parangal’s Top 2 Best Response by an LUC in Mitigating the Impact of the Pandemic.
In January 2021, CCSFP obtained its accreditation certificates from the Association Local Colleges & Universities Commission on Accreditation (ALCUCOA) for ALL of its eight (8) programs. On December 2023, the four (4) programs of CCSFP’s Institute of Education will submit itself to the next higher level (Level 1) of accreditation. The remaining four (4) programs will undergo Level 1 accreditation in the first semester of 2024.
CCSFP forged partnerships with reputable and internationally recognized educational institutions and/or public/private organizations, namely: Association of Local Colleges and Universities Philippines, Inc. Association of Local Colleges and Universities Region 3, Philippine Normal University (PNU), University of the Philippines-Diliman (UP), IBM, North American University (NAU), Luenthai and Department of Interior and Local Government (DILG).
A Career Executive Service Officer (CESO) V since March 9, 1998, she started her career in the government service in the Maritime Industry Authority (MARINA) immediately after hurdling the CPA Board Exams. She joined the MARINA as an Office Trainee and rose from the ranks up to her appointment by former President Gloria Macapagal Arroyo (PGMA) in November 2003 as Deputy Administrator for Planning (DAP).
From 2003 to 2008, she was concurrently Technical Assistant in the Board of the Philippine Ports Authority (PPA). This exposure provided her with the broad experience, and expertise on port management and supervision, which became extremely handy when she was appointed as Assistant General Manager for Finance and Administration (AGMFA) of the PPA in December of 2008. As AGMFA, she supervised the Treasury Department, Human Resource Management Department, Administrative Services Department and Controllership Department.
From PPA, Atty. Bañas was appointed by former President Benigno Aquino III as Deputy Administrator for Operations of the MARINA in September 2010, where she was responsible for the promotion and regulation of the four sectors of the maritime industry, namely: domestic shipping, maritime manpower, overseas shipping, and shipbuilding & ship repair.
From August 2011 until November 2012, Atty. Banas was designated as Project Director, Project Management Office (PMO) on Transport Facilities Improvement Project Department of Transportation and Communications (DOTC, now Department of Transportation [DOTr]) and DOTr Legislative Liaison Officer to the Senate and Congress, in concurrent capacity as MARINA Deputy Administrator. This key role at the Department level enabled her to work directly with ALL agencies under the DOTr, and more importantly, provide valuable assistance to the legislature on DOTr-related projects and concerns.
Atty. Bañas held other positions such as: (1) MARINA Overall Coordinator of the MARINA Foreign Desk, (2) Over-all Coordinator, MARINA Strong Republic Nautical Highway (SRNH), (3) Board of Trustees, Maritime Law Association (MARLAW) of the Philippines, among others. For more than two decades until 2016, she was Member or Head of Philippine Delegation to IMO in London, UK; Joint IMO-ILO Meetings in Geneva, Switzerland; ASEAN Maritime Working Group; ASEAN Transport Ministers’ Meeting; APEC Transportation Working Group, and APEC Transport Ministers’ Meeting.
As an Educator, Atty. Bañas was part-time Faculty Member/Professor in Law at the Far Eastern University (FEU), Manila, College of Law of the Bulacan State University (BulSU), Malolos City and City College of San Fernando Pampanga (CCSFP). She likewise taught Accountancy subjects at the Graduate School of BulSU, Malolos City and La Consolacion University, Malolos City, Bulacan.
From PPA, she was appointed by former President Benigno Aquino III as MARINA Deputy Administrator for Operations in September 2010 until August 2016. From thereon to present, she has involved herself with the academe, pursued her doctorate degree, taught at the BulSU and likewise at the City College of San Fernando Pampanga, where she was taken in initially as OIC-President in December 2018. Atty. Bañas is now the President/College Administrator of the City College of San Fernando Pampanga (CCSFP).
Atty. Bañas completed this September 2022, the Global Academic Leadership Program (GALP) for Local Colleges and Universities as one of the Executive Scholars of the CHED at the Asian Institute of Management (AIM).
Atty. Bañas graduated with the degree of Doctor of Public Administration (Summa Cum Laude) from the Bulacan State University in the City of Malolos, Bulacan, Philippines. The title of her dissertation is “Change Management Strategies to Upgrade Standards of Local Colleges and Universities in Region IIÏ” which obtained a High Pass rating. She completed her Master of Science in International Shipping at the University of Plymouth, United Kingdom. This scholarship was granted by the Norwegian Shipping Academy (NSA) Norwegian Agency for Development Cooperation (NORAD) for finishing 1st Place in the Professional Shipping Course at Oslo, Norway.
Atty. Bañas graduated Salutatorian at the Institute of Law, FEU, Manila and passed the Philippine Bar Examination. She graduated Magna Cum Laude at the Polytechnic University of the Philippines, Manila and passed the Philippine Board Exam for Certified Public Accountants.
She is married to Mr. Bienvenido N. Bañas who is General Manager of San Miguel Corporation’s: (1) TPLEX; (2) STAR (Star Tollways) Infrastructure Development Corporation; and, (3) NAIA-X (Vertex Tollways Development Corporation). Atty. Bañas is mother to: Victor, a Pilot at Philippine Airlines; Sabrina, a People Analytics Officer at JG Summit Holdings; and, Vincent, a 4th year Mechanical Engineering student at UP Diliman.
