Education serves as an initial investment to bring about the desired changes in our society and to begin the pursuit of our goals. But we are all aware that finishing a college degree is not that easy, especially in terms of financial capacity.
Out of four high school graduates, only two can afford to pursue tertiary education. The increasing rate of students who are not able to enter college alarmed the City Government of San Fernando, Pampanga to make necessary interventions.
Then City Councilor and the Chairman of the Sangguniang Panlungsod Committee on Education, Hon. Jaime T. Lazatin and Hon. Nelson G. Lingat, co-authored the proposed charter for the establishment of the “City College of San Fernando, Pampanga.” This is to provide tertiary education for the less fortunate Fernandino youth who wish to pursue college education. This is the main thrust of City Mayor Oscar S. Rodriguez in his eight point agenda that seek to alleviate the poor condition of Fernandinos through a formal education.
The City Government of San Fernando, Pampanga through the City Council passed Ordinance No. 2008-018 entitled AN ORDINANCE CREATING THE CHARTER OF THE CITY COLLEGE OF SAN FERNANDO, PAMPANGA, STIPULATING THEREIN THE POLICIES FOR ITS OPERATION AND MANAGEMENT AND FOR OTHER PURPOSES on November 18, 2008.
The amount of five million pesos (PhP 5,000,000) was approved by Sangguniang Panlungsod, as an initial fund for the establishment and start-up operations of the City College.
The Commission on Higher Education (CHED) issued Government Permit for the operation of the first and second year levels for the programs BS Business Administration, BS Information Technology, BS Elementary Education and BS Secondary Education.
The members of the Interim Board of Trustees were named by virtue of Executive Order No. 025 promulgated by Mayor Oscar Rodriguez with the City Mayor as the Chairman and the Interim President Dr. Ronnie Mallari as the Secretary. The other members of the Board are Ms. Eda Panganiban, City Budget Officer; Ms. Maria Gisel Rivera, City Accountant; Ms. Mary Ann Bautista, City Treasurer; Engr. Ferdinand Caylao, City Administrator; Ms. Avelina Lagman, Secretary to the Sanggunian Panglungsod and Councilor Jaime Lazatin.
The City College was temporarily housed at the OCA Heritage Building of Pampanga High School for lecture and laboratory classes, until the time that it had its own campus and building with complete facilities. The City College moved to its own building and campus on the 2nd semester of Academic Year 2012 – 2013.
On September 11, 2011, Dr. Lourdes M. Javier assumed the Presidency. She registered the City College with the Association of Local Colleges and Universities of Region III.
The following Government Authorities to offer the following courses were granted to the City College of San Fernando, Pampanga by the Commission on Higher Education on February 21, 2013.
1. Bachelor of Science in Business Administration (Major in Financial Management and Marketing Management – Gov’t Authority No. GA-006 series of 2013
2. Bachelor of Science in Information Technology – Gov’t Authority No. GA-007 series of 2013
3. Bachelor of Elementary Education (General Education) – Gov’t Authority No. GA-008 series of 2013
4. Bachelor of Secondary Education (Major in English, Biological Science, and Mathematics) – Gov’t Authority No. GA-009 series of 2013
At present, there are two additional courses offered at the City College. They are BS Accounting Technology and BS Entrepreneurship.
